The challenge
Commercial permits moved through seven paper-based departments. Applicants queued in person, status was untraceable, and the municipality's digital-maturity score lagged the national target set by the Digital Government Authority.
Every department had its own rules — most undocumented.
What we built
We modeled every permit as an executable workflow in a BPM engine, built a bilingual citizen portal authenticated through Nafath single sign-on, and gave department heads live dashboards of queues, bottlenecks, and SLA breaches.
Paper files were digitized and indexed; inspections moved to a mobile app with offline capture.
